Interesting ideas. I've been tinkering with a superhero system based upon white wolf's storyteller system. I was thinking of calling it Dark Heroes or something lame like that. But the basic idea would be to allow the PCs to use powers by points to equal a base number plus dice per dot you fill in. Same for skills, etc. The trick would be what you call your power and how broad or specific would help the GM to assign the difficulty of the dice for success. For example: A broad telekenisis would have a lower difficulty but not be as effective as the ability to specifically and only pick up one thing at a time. A super fast PC would not be as good as someone who only runs fast for a difficulty rating or top speed, without spending more points to get equivelency. I also thought it might be interesting for super heroes to meet vampires, mages, spirits, and werewolves, etc. in that genre. Besides, per Watchmen comic, we all know heroes are probably a bit crazy and have some major issues that could fit well into the white wolf world with a bit of tweaking.
For now it is just an idea. I've done a little play testing over the last 2 years. Maybe after the thesis is done I'll drop it in here for you guys/girls to try out and comment on.
